all limited paypal accounts cannot have withdrawals processed on that account, that is the limits that have been placed.

I have worked with paypal since the beginning, not for the company, but closely as a business to business relationship.  Part of what helped us get so close to Paypal is the fact that one of our early services was setting up the proper paypal account for a business or individual that needed one.  Paypal got to where they would easily and openly discuss these other accounts with us.  i did contact them and ask about this particular status, as well as searched for it on the internet.  there are some accounts that reach this state.  that image could be paypal or anyone could make it, it is just text in the right fonts.

i am not saying that this is not true, simply advising caution.  if you can withdraw the funds, why not just do that.  if you want $101 worth of bitcoins, withdraw from paypal and i will be more than happy to walk you through buying $101 worth of bitcoins from your bank account or credit card, whatever. 

this is a strange situation and requires caution, people can do strange things and there is a good chance that this is real, but it is also a brand new account that seems to have been created just for this purpose.  Also, i can buy access to a random paypal account for $1 on the darknet.  everyone be careful, buyer and seller.  One final thing, whatever limited this account might be disturbed by a sudden set of logins from a new location and ip address.  it may go right back to locked up.

Not everyone live in the US. And this account has been limited since 2016.

their t&c varies very little between usa and other areas, why don't you just withdraw the funds?  that should be nearly lossless, maybe a 2% fee, certainly cheaper than selling for less.  i am not even talking legal issues.  even if it is not your account, just take the money out, do you need help with this?

Ok, I want to try to help. Here is the best offer I can do because most of my BTC is tied in bot trading.  If someone would like to work in between, we can figure something. 

This offer also allows you to keep the Paypal account, as it, in itself is useless.

1. You give me or maybe a third party access to the Paypal account.

2. I attempt to fund $100 to my Virwox account with this Paypal account, they might kick it back, doubtful though.  If that attempt fails then I will send the $100 to my other Paypal account and try to fund the $100 to Virwox again.  Between the two of these it will happen, as long as Pyapal releases the funds, might be a 24 hour delay at Virwox. I doubt that but you will be kept up to date on here with screenshots.

3. That puts $100 USD in Virwox, exchange to SLL then to BTC and withdraw the BTC to a new BTC wallet or maybe one of mine I don't use.  This is where Virwox will try to delay things, possible 24 hour delay.  This will not happen on both steps and can be prevented 100% by using the same BTC address I have used in the past. 

4. The end result of $100 on that site will be around $90-95 worth of BTC.  You ask for $70, but I will split the difference and I make like ten bucks, you get $70-80 BTC.

If the Virwox fails, the money never leaves your Paypal account.  I don't expect you to trust this, but a newbie account is not going to get much better.  Change the Paypal password anytime before the money leaves the account if you get the willies.  I invite some third party intervention, but I simply can't put out the BTC right now to escrow, especially on something that could fail.

Don't trust me, I encourage you to do it yourself.  Sign up at Virwox.com, deposit the $100 via the Paypal Express option.  Use the links USD/SLL to buy as many SLL as your USD balance will allow. The trade is instant.  Then use the BTC/SLL link to sell the SLL for Bitcoin and then withdraw the BTC.  The main pain in the ass on the site will be dealing with Second Life.  Its a social game/meeting place that uses SLL as a currency.  You do have to install the software once and do some kind of account verification on Virwox, it has been years since I did that.

Virwox is a no question one-time quick solution.
localbitcoins is also quick but you may not be able to do all $101 in a single trade, the same is true for Paxful.
