Step 1) Contact their support here: https://blockchain.info/support-desk
Step 2) Stop using web wallets.
Step 3) Download a SPV desktop wallet if you don't want to download/verify the whole blockchain.

It sound strange to me that Hero Members still use web wallets in here. These things are common when using web wallets in which you rely on third parties to operate your bitcoins (although in blockchain.info you own your private keys) so 2 options here.

1. Listen to Lauda and download electrum SPV wallet from here www.electrum.org

2. Import some addresses from your blockchain wallet in Electrum and you can continue using the same addresses from blockchain.info in the new electrum wallet which these things are very uncommon "Send failed, please come back to try again later".

Unfortunately blockchain.info is having some connectivity issues recently. Over last week there was short service outage as their site appeared offline and "error 404" was showing.
Blockchain is reputable bitcoin company, there is slim chance of them scamming their users. They were never directly hacked either. But again, every centralized online service has its flaws.

I have like 0.1 BTC lost/stored in an Armory wallet of mine.

Also, they weren't scamming me, it was a minor delay, I do not know the cause, but it has long been resolved.
