I wanted to send 0.00013 Bitcoin and block.io wants to take therefore 0.002 Bitcoins for network fee. So I cant grab my bitcoins from block.io

How many inputs did you want to use to create the transaction with a value of 0.00013BTC ?

The formula to estimate the fee => (in*147 + out*34 + 10 plus or minus 'in') * 220.
The 220 satoshi's per byte can be found on https://bitcoinfees.21.co/
IN your case, the number of inputs could be calculated as =>  ((in) * 147 + 1 * 34 + 10 + (in)) * 220 =~ 200000

So, if the transaction had 5 inputs and one output, the fee is more or less what i'd expect it to be...
(5*147+34+10+5) * 220 = 172480 satoshi's...

Basically, if this wallet was collecting "dust" (very small) inputs, and now you want to spend those, the fee will be pretty high... At the moment, there is a huge backlog in the mempool, this causes the needed fees to rise pretty high...

Your best option might be to wait untill the number of transactions in the mempool lowers, if you're lucky the fee/byte also gets lower, and you might be able to create a transaction (no promises tough)
