I'd say yes.

Although you're using a riser instead of a card it's the same principle, just less expensive if you stuff up.

Yes, I did that just fine. My board wouldn’t detect the card in Slot #2 when Slot #1 had all 16 lanes active.

I carefully ripped the unnecessary cables off the 16x riser’s solder pads, made extra sure there was no shortcut anywhere and converted it into a 16x -> 4x riser that way. The second card was detected and the machine mines just fine now.
