I still don't understand. If i want to send you some BTC i could just send it through the blockchain without paying extra fees to WU. Is it for people without internet then?
The way I read it, I walk into a WU office with fiat $$$ and want to send you the BTC value of said $$$, they handle the conversion.

Yes, just like centove said, you walk into a WU office and make a bitcoin transfer of desired value. Hope they will implement it like this otherwise I don't see usefulness either.
Then it will work more like an exchange than payment system. I actually think it's a good idea. For all the people that don't want the hassle of registering, becoming verified and wiring money to an exchange which takes days. This way you enter a WU office and have BTC on a desired adress by the time you exit.
