This is kind of fundamental question, I am contemplating on the possibility of small bitcoin exchange and coming up with an idea of some unique services compared to existing, now I do understand this is a big aim, however is https://blockchain.info/api a good point to start developing an application or web service in regards to bitcoin services?
Let's say on went ahead to start a website similar to gemini.com or okcoin types of services.

BlockTrail API is way better then Blockchain.info and as far as I know , they are no longer accepting new API keys requests. Either way , If your project is meant to be big (an exchange in this case) then Its not really recommended to relay on third parties because they could have some issues from time to time and that will result in your business losing credibility. It's better to run bitcoind yourself and do whatever you want without having any kind of limits.

No big exchange use API. It's pretty easy to use bitcoind only problem might be the cost of it but if you are planning on running exchange I guess that won't be much of a problem for you

He did mention that he was planning on running a smaller bitcoin exchange, so costs might be a larger obstacle for him compared to bigger exchanges.

VPSs are not that expensive. In order to run bitcoind you need about 10-15$ a month VPS which is more than affordable in my opinion. And if he cannot afford that  I don't think running exchange is such a great idea
