Well if you allow user to transmit virtual currencies and then yes your mining pool would probably need a bit license for NY. You should contact someone who is more educated in this whole bit license  regulation.

I am asking that very question to NYDFS and, apparently, I cannot get an answer...yet.
I may have to shut down my pool while I work on a strategy to block traffic from NY.

I am not sure if I want to do it in NOMP, or higher up in the firewall... I don't know of any 'reliable' way to block a state.
For example.. I was on location at a machine physically located in Wisconsin... yet GeoIP said I was in Virginia.

I will NEVER ask for any kind of funds up front in a buy/sale of anything on bitcointalk.

I hated to do it... but the state of NY leaves me no choice.
By failing to respond to my inquiry about pool operators -- you have left me no choice but to block all NY traffic to my pool server.

For those of you using Linux -- here is a script I wrote that adds approximately 11,000 ip addresses to the iptables firewall:

I will continue to wait for a response from NYDFS and I will continue to send my message until SOMEONE answers me.

In the mean time, for those of you using my pool from the state of New York, I am very sorry... you can thank your government for the restrictions.
I ask that you also contact your DFS and ask if pool operators are required under the vcrf to obtain a bitlicense.
