How are you sure Mercatox is out to scam?

Antshares sounded legit yet it ran off and didn't pay ALL its signature campaign members, Mercatox has been paying as at when due.

So this exchange that is under the same name is a scam exchange or what?
They have just a few coins on there so it is highly suspicious.
