Don't even reach with 10k Satoshi with those transacted amounts and that's why network stocked with those thousands of unconfirmed transactions happens.

Seems to me that they only do this when the mempool is empty. And so fee paying transactions shall confirm as normal.
Nothing to worry about. (apart from filling people's hard drives with little data)
