running Tor exit node on public wifi

Reading about the Tor network, it appears that the main bottleneck is the lack of exit bandwidth due to legal issues. Would it help if those using public or community Wifi run exit nodes (presumably while they're already using Tor for their own traffic) or are low uptime exit nodes not helpful to the network?
