Start an Exchange - Not including Real Currency

Hello
I would like to start an BitCoin to CryptoCurrency exchange, ( i am from india )
I have done code on matching engine, user management, wallet management for several crypto currencies including btc, eth, zec, xmr and few smaller valued currencies like bcn/xdn.

I would strickly like to provide only crypto currency exchange, no real money will be involved in the transactions/exchanges

I would like to know if there are any specific requirement/licensing required to start up an exchange?

I have servers in USA and India.

It would depend on where you operate from. Regulations may differ in the US and India.
It would be best if you consult with lawyers from both countries to see which one works best for you in terms of lax regulations. Even if you aren't dealing with fiat, there still may be certain fintech rules you need to comply with.

I saw many bitcoin exchanges are hosted over CloudFlare, i am very much sure many of those exchanges are not even register with any company name as their domain name whois shows no information about the owner as well as their websites are no upto the mark as the standard solutions,

Do proved some links if you have about the regulation in Hosting an Exchange in USA.

I really appreciate your efforts, but where your basis operation, is it in USA? Or India?

But, it may easier to run and develop your exchange as real money doesn't involved, regulations about cryptocurrency exchange maybe different in USA and India. An exchange just for trading purpose y? I like your idea, maybe it doesn't have any restric regulations regarding only cryptocurrencies exchange. Good luck.

All those wallets will be installed in india and all operation of deposits and withdraw will happens in india, just a frontend will be hosted in US base server

Almost all major BitCoin Exchanges are using cloudeflare and almost all of them using the shared SSL certificate provided by CloudFlare, they dont even have their own SSL certificate, I have seen only poloniex have their own SSL Certificate, rest of all are using the shared, not sure why bigger exchange have to use shared ssl and not to own a one

It seems like you want to setup something like what Poloniex, cryptopia, or liqui has setup. I think you can try to get one up and not worry too much about legal issues for now - that can be taken care of if your exchange becomes more successful.

There are already way too many exchanging services such as the ones mentioned above and some trusted ones like shapeshift/ changelly and many others which are not trusted, in order to succeed in such market you'll need to establish a strong trust and be responsive to community.
It doesn't make any sense for people to use a new exchange site one unregulated especially while there are safer options.

I also doubt if domain/ certificate is something that most people care about or even know of it's benefits.

thats exactly i am trying to do, already developed the order matching engine. working on UI part now, just testing is the remaining thing for the matching engine and wallet systems

And there are already way too many Virtual Currencies, atleast i can fit somewhere with small user base allowing more reputed virtual currencies as well as with those which are listed on very few exchanges but still actively under development.
