I think he wants more cheaper rate than the exchanger price, but don't  know if anyone will interested in it, since they can sell it easily to exchange.

Little bit weird when you want to buy coin that's already listed in exchange with below exchange price, you can buy in exchange and put the price you want maybe your buy order can filled when the price go down

I think he wants more cheaper rate than the exchanger price, but don't  know if anyone will interested in it, since they can sell it easily to exchange.

Some exchanges have restrictions to withdraw and also on registration so sometimes people prefer outside deal.
They also have hefty fee for buying, selling and withdrawing which can be avoided with out of exchange deal.
