I was watching life the stats from http://allchains.info/ during the new difficult adjusting (to 437.94) when suddenly. Just in the moment when the network get into the new block the network power went to 24 and then 29 Gh/s. It keep this way during 10/15 seconds and the came back to 13 Gh/s.

What the hell this means? Someone was attacking the network?

Sorry but I didn't take any screenshot. I couldn't find any historical graph of the ltc hashing network.

Now is suddenly 19.84 GH/s. 6 GH/s up in a second?

The hashing speed of the network can't be directly monitored. Any site that shows a value is just making a guess by seeing how quickly blocks are coming in. If blocks start coming in more quickly (a random event) over a short period, it may think the hashing power is higher than it actually is.
