I have them underclocked and undervolted.

One 7 GPU rig only uses 780 watts at the wall, 175 Mh/s for ETH.

How, what settings? I had 14 of these in the early days of eth stock was 1500 each rig, power comp came down. undervolted and  they crashed never stable.  350 watt each

Took me a while to figure out these settings. Tested the clock speed in +20 increments and then narrowed it down.
You'll notice that after you hit a certain clock speed the voltage goes up.
So you can only overclock it a certain amount before it jumps to the next voltage level which requires more power.

-96 undervolt
873 clock speed
= 112 watts
