No. That message simply means Blockchain.info feels that the transaction has spent too much time in their mempool and decided not to include it in anymore. That is not reflective of any other nodes in the network, they most probably still have your transaction.
If you really want that transaction to confirm, you will have to continuously rebroadcast it over the network so nodes and miners will not drop your transaction.

Don't expect it to be confirmed in a short amount of time. Is the transaction a payment from someone else? It has opt-in RBF flagged and it can be replaced by another transaction.
