Yes of course you can buy bitcoins use payment method are like Paypal, skrill, neteller, okpay and other payment method but not on this section (service) you can find on currency exchange on bitcointalk.org, there are people who do exchange bitcoins on there and makes sure use escrow for safety, because there are scamers that make dirty this comunity.

There are dozens of exchanges in different countries and many exchanges that supports almost all countries as well. For a faster transaction, I'd suggest use a local exchange. Which country are you from?

I can second this. Localbitcoins is great. By far the best exchange. Never an issue always a pleasure to use them.
Good fees too.
