Fees are the way exchanges earn money. I would not risk investing on exchanges that have none or very low fees because they may be scams.

I would suggest trading on poloniex since its the biggest and probably safest.

Anyway, could you clarify what your chart is for?

Do you mean Bitcoin/Altcoins exchanges trade fee (they have like 0.00001BTC on any trade exceeding 0.001BTC, which isn't much), or buying/selling bitcoin trader fee like Localbitcoins.com? Clarify your question because it doesn't say much.

Also, 0.0002BTC as fees is not related to Bitcoin price, but to the inputs and outputs data size.

i think a bit of clarification is needed:
the trading fee (Bitcoin/Altcoins exchange fee) is a percentage of your order size not a fixed amount so if you for example buy 10BTC worth of an altcoin you have to pay 0.02BTC as fee if the fee is 0.2%
and if you buy 0.01BTC then you have to pay 0.00002BTC fee

Buying the dip...

I hope this will help you https://en.bitcoin.it/wiki/Comparison_of_real-time_trading_exchanges
Yes theres limit on Poloniex. But try to verify you account there. So you can maximize the volume you want to buy. Poloniex fee is good also. Fees on exchanges i think should not be exceeded to 0.2% fee.and .0002 btc fee for withdrawal.
