It's blocking all my capital, because a made a deposit in a exchange with a rule that don't permit withdraws before the deposit transactions have ben confirmed.

Your transaction fee is far too low (20 sat/B). Since there's no output to you, you can't do CPFP. A double-spend can't be done since you don't have enough BTC for a large fee. Your only options are to convince a miner to include the transaction in a block, wait for it to be abandoned, or convince your exchange to allow you to withdraw your confirmed balance.

Although your Tx fee was too low (mentioned by hexafraction), it was good enough for the ViaBTC accelerator to accept it and I was able to submit it successfully (you can expect a confirmation, whenever they mine the next block).
