I used watttool for RX 480s, but it doesn't work with 580s yet. Afterburner only lets you do Max of -96mv. I want to go further.

As a side note, I still don't have any idea what the power target percentage on afterburner actually does. I don't notice any difference when I change that number.

Either in the VBIOS (I do custom work on VBIOS ROMs for coin to do this, as well as timings), or me personally, I use a set of tools I wrote.
