Since you are offering an attractive position and from the given info it's safe to assume the position will be paid,do you mind listing out your requirements ?   
You certainly don't want a newbie programmer to apply for the CTO position,they (and you) will be wasting time if they did.So to filter out people more efficiently,I request you to list down minimum requirements.
