ICO + Ethereum payments + standard payments (paypal,stripe etc)

I have one question. Is an ICO restrictive only for Dapps or can regular apps integrate Ethereum payments through their users (let's say you have a marketplace), and still proceed on a successful ICO?

Does an ICO make sense for an application for example such as: Medium.com assuming that it proceeds to utilizing the blockchain for some of their stories?
What would that mean? Would it mean that the content of the stories should go into the blockchain too?
