ATM won`t give more than 600 $

can a non-resident go to local banks? or which other options do I have?

Very easy if you have mobile wallet. Do you have it?

Why don't you just get a spectrocoin and wirex card to cash out your btc or use kraken/btc-e to withdraw them. My kraken account has a $25K daily limit and I am sure that would cover your withdrawals quicker.

Stay FAR away from this 2 providers, just google them and you will find a lot scam reports against them you can ofcourse ignore this, but you will regret it later on.
