Here is the my help question and also a suggestion .
I am from India and I seeing the difference between price at the international market and in my country India has difference of 200$/btc price  .
I mean value of Bitcoin is coustly in my country .
but I need Bitcoin with PayPal money , how to get it and how to make buy without charge .
If any trusted +ve high ranked person can help than I can make big earnings .
I means to buy Bitcoin with the PayPal money and then direct sell at exchange . And per 1 btc I can make easy 200$ .

But big problem is that PayPal are reversible ( in my country 40+ days reverse back guarantee of PayPal payment so no one can make help even with +ve trust  because I will go first ) .
So I need all of your advice that how to make buy Bitcoin at minimum fee at international rate  without any risk .

This is quite impractical and improbable to happen. Exchanges of different countries follow a certain regulation for KYC and AML, meaning you have to submit verification before you can trade or even buy bitcoins from them. Your best bet is to find a seller on the Marketplace section with +ve ratings and is quite a persona here in bitcointalk. However this isn't 2014 where selling coins is easy as pie and nocrazy regulations are imposed.

Better off buying and holding, I guess.

find another irreversible method of paying the money then. fiat and paypal are not the only valuable things you can transfer!
because nobody will trust a random guy offering paypal for BTC, and you can check the currency exchange board to try your luck!

I am from Indonesia, I also have a mind for bitcoin arbitration from indonesian market to chinese market but in my opinion buy btc using paypal is very complicated and have big fee. My friend suggested to use okpay. But I do not know I've never tried it.

I agree with you, and i think trying to expect luck is a speculative act that must have risks. Is not bitcoin created with the ease system and not the luck system, and currently in every country there is a localbitcoin facility for exchange of bitcoin transactions.

Here many friends suggested for many things but still here my opinion is something more different from other because I know that country to country price difference rate are results into profit by country to country trading but if you will go at the official sites then you will face many types of the fees system .
So here I will suggest you to make your own network of trusted people from every country .
Here I myself have friends from England London and Australia but still they are small trader and always making deals with them in case of country to country trading price .
So if you will start to make your community today then after 2 to 3 Month than you will surely have friends who are trusted because step step you will have better communication and trust to each other .
But my suggestion like other persons here will tell you that use irreversible payment system like payeer , nettler , perfect money etc  . If you will use these ways then no one wi Dobt of any scam and after deal will have no worries about past payment .

It is really difficult to find someone who you can buy bitcoin by paypal. Almost impossible. So the easy way looks like localbitcoins website. You can try to find who sell bitcoins better price than your country. You just need to be careful about trade safety.

Arbitrage is certainly beneficial. If you have a family in a different country of course this can be profitable. Just imagine if you have a sister in South Korea, then you can earn more money. Then you are american and you can buy bitcoin cheaper than in south korea. With big capital you can get a huge profit.

It is really difficult to find someone who you can buy bitcoin by paypal. Almost impossible. So the easy way looks like localbitcoins website. You can try to find who sell bitcoins better price than your country. You just need to be careful about trade safety.

You want to make a profit means you should buy bitcoins in the international market because in your local market the rate must same or more than international market. Buying bitcoins for you, it is safe but sellers it has a problem so that no one will show interest in this trading. And you said you would get $200 profit for 1 BTC. That means your profit you will get it in the form of fiat. I have one doubt how you show this transaction for your IT department?

I also notice there are a big difference of the price from each exchanger from different countries, arbitrage trading is theoretically doesn't has any risk but in the reality there are risks that involved, the first one is the confirmation time, crypto currencies market volatility is very high, if the time for confirmation is too slow you can possibly losing your money and to do arbitrage trading you need to calculate the fee because in arbitrage usually you only profit by little
