Excel formula to convert DER key to Base58?

Say I have a HEX private key derived from the DER format like so:  c4bbcb1fbec99d65bf59d85c8cb62ee2db963f0fe106f483d9afa73bd4e39a8a

Is there an excel formula I can use to convert it to the typical Base58 private key format?

Alternatively, is there an offline brainwallet.org I can use?  Can I just save that page and use it offline?

You can use bitaddress offline, not sure about brainwallet.
