I have already written to the https://bitcointalk.org/index.php?action=profile;u=193932
since I have not received an answer from him , I create this theme
I paid for the service on the vpscheap.net through site coinpayments.net.
them I received a message
Quote
Your payment of 0.00065000 BTC to vpscheap has timed out without us receiving the required funds.
The transaction with ID CPCG7PVIEZPISKTAAQZKR8KHEP has been cancelled.

If you sent funds that didn't confirm in time to complete the transaction, they will still need to confirmation on the blockchain before we can return them to you. Only after it has been confirmed on the blockchain will you receive an email within 8 hours with a link to claim the refund.

If you don't receive the email 8 hours AFTER getting confirmations or need any help or assistance feel free to contact us at https://www.coinpayments.net/help-support

CoinPayments.net

I followed the link and get the answer

Quote
No refunds are available for this payment at this time. You may have already claimed them or if your transaction hasn't confirmed on the blockchain it won't be available until AFTER it confirms. This can also happen if the merchant is using our API and didn't include your email in the API call.

If you feel this is in error continue to post a support ticket below...

my payment was confirmed a long time  13 july ,but return I did not receive

I see that you only have one post and your account was created recently, in case you do not know, post here:

Scam Accusations

Scam Report Format (Use it to make scam reports properly)

Scam report example:

What happened::
I saw escrow.ms's lolipop thread 4 days ago and placed a order for 1000 lolipops. After I sent him payment, he just went offline and never came back. I think he's a big liar and a scam artist. Stay away from him.

Do you have any transaction ID so that we can verify if coinpayments is scam or the vpscheap is one who scam you.
Paste your TXID here and we check and verify if who is scammer as a proof that coinpayments is scam.

The above is just a suggestion and sample how to report it here in the forum and tell the other people about your issue using their services and notify the others that coinpayment services is turn into scam so that other people can help you about issue because there are many members here use coinpayment for their business.

No need to write the name on scam accusation, just write coin payment and add proof if you has been scammed. It will better if you attach the screenshot or more proof about it.
Good luck with it!

Have you confirmed this matter with vpscheap?

This can also happen if the merchant is using our API and didn't include your email in the API call.

In case he didn't opt in to receive PM's from newbies. I've given him a heads up!

I'd be very surprised if this were a scam. I've used Coinpayments before and they're as legitimate as it gets as a Bitpay competitor. Like Bitpay, though, if you don't give a good fee it gets all weird with refunds.

Make sure you fill in the support ticket, check also with the merchant to help follow up. I doubt they will scam for $4.
