Electrum Coins stuck

Hey all,

So I sent about 0.03 BTC a couple hours ago using the Electrum client, and used the recommended transaction fee it presented (0.0002). My coins have been stuck for hours on pending, and neither blockchain or blockexplorer report the transaction of ever occurring.

My questions are,
1.) Should I always place a 0.0005 transaction fee on all of my transactions to ensure they get immediately processed,
2.) How much longer will it take for my coins to be sent?

Try to reconnect to different server and restart the client.
