Why do pure cryptocurrency exchanges bother registering in the USA?

Wouldn't it be more advantageous to register such an entity somewhere outside USA and not give a f..k about USA money service business licensing (ton of paperwork and manhours probably) while at the same time offering no protection and rights for the customers of such services (right to withdraw, right to support, legal protection etc.)?
