how much power need 7990 for LTC mining?

The card pulls 347w at full load according to Techpowerup.com. Mining will likely have your card at full load (my 7970s are anyway).

Oh and that is 347w for the card ONLY...not the system.

From what I hear, this card won't be as efficient as 7950s or even 7970s? Correct me if I'm wrong, and I'm curious as to why
