This is why 3D Secure has been created. So Every merchant can set up this for purchases using a card. If the card is stolen, you won't be able to bypass the 3D secure process.
The problem, as the OP wants to buy "cheap" Bitcoin, is that merchants are charged a fee for using the Visa/Mastercard network and so they forward those fees on the price/you.
The OP can use Paymium, they don't ask a verification ID up to 250$ bought with a card

Which country are you in? That's important to know to tell you exact source from where you can buy the bitcoin without any ID. However, you can also look out for services section in the forum itself where people like you want trade their btc for money may be because of security issues only. You could find a perfect pair there and start the transaction.

You can check with localbitcoins.com site their i think you can buy bitcoins without providing ID verification but the buying price can differ from cheap to costly it depends on the market fluctuations.

I think this is only possible using a third party payment processor such as PayPal to process the Visa card. Then you can do a localbitcoins transaction using PayPal as the payment method. The problem is that with PayPal there are many scammers that will do a chargeback once they have the coins. Consequently most sellers accepting PayPal would not trade with you unless you have at minumum a clean 100% no-chargeback record for at least a year as a buyer.
