Hey man, you need to be Full Member to set an avatar.
If you achieved full member:
Go to profile -> go to Forum Profile Information, and at the top you will see avatar, click on it and it takes you to a page where you can set the avatar.

But like the above said you should need to be full member before you can use the avatar feature
Full member above are eligible to use avatar..

I think this has to be moved to Newbies and Help section, Anyways I think the OP already got the answer, you just have to be patient and be around forum to upgrade yourself. Good luck.
