Confused..

As i'm finishing my research I m getting more confused about certain things. One of the things is the Governance structure of Dash.

Correct me if i'm wrong but can only the masternodes vote for proposals to go through? If so, how can that be fair? Dash is instamined with 2 million coins in the first 48 hrs. This makes it possible that a few people have most of the nodes in their hands??? I'm a bit confused about this..

Can someone explain to me in an easy way what the relevance is between Governance and Masternodes and what the (dis)advantages are for using a Governance..??
