I think it is most likely either coinbase, or another major exchange tapping BTC they have in cold storage to handle customer withdrawal requests. 

I specifically call out the potential for it to be coinbase because they are not going to credit their customers with Bitcoin Cash, which is likely causing elevated levels of withdrawals.
