First of all, NO ESROW!.Transfer the monney from other ip and computer if you want to be safe. That way you can allways get you monney back by saying your paypalaccount got hacked.

-You send monney to my paypalaccount and after 1-2 days, when i got the monney to my bankaccount or cashed them out in other way, you get your coins.

-If chargeback accours before ive been able to cash out the funds, you will not get your coins. Obvious for most i think but just so everything is clear.

-I can wait maximum 7 days if paypal decide to hold transaction. When they are released you wil get your coins.

- I charge 13% on all orders

If you dont care about chargebacks, then it means youre using hacked accounts or fraudulent accounts, but no one is going to go through with this, especially for a newbie.

If you want to sell BTC move your Thread to the Currency exchange section.
Then find for sure an Escrow and try to be more honest. If you don't i can't imagine that you will make any trade.
You are a newbie here and noone will trust you, especially with this way that you want to make "deals".

If i write " i do not accept stolen funds". You think people will care? No.

I can make a paypalaccount in a name like " swagging smith, lives on swaggingstreet 3090590 new york" and i will still be able to recieve monney to it.  Nothing fraudlent in that.

There are manny people that been forced to get new bankaccount/name with paypal even for legetimate buissness. Just go on localbitcoin and ask the paypalseller/buyers  how many accounts they have burnt cuz the got too many chargebacks or other things even if they are 100% legit.

Espasially if you get thousands of dollars in and out on a new account.

I have sold bitcoin-bankaccount on localbitoin but got my REAL bankaccount closed after 2 months of the very same reason.  Many transactions from like 10 different countries. Resold from localbitcoin like 10 k dollars a week. Learn before you speak. Write

Likely, you will not get your bitcoins even after you send your paypal. Yeah you may win in case you charge back, but that's just additional hassle for buyers.

This is likely a scam, unless this guy sends first then don't even think about dealing with this guy.
