FAST TRADING FOR NEWBEES

Is there an exchange with low fees in term of low trade-values, so that a newbee can start getting some experience with fast trading?

I'm a fan of Bitfinex; having tried a few others.  I can't say their fees are ultra low, but you can do margin lending on the coins you plan to hold.  This will give you a small amount of passive income and offset the fees on the trades.
