I know of one way you can do it: Have a variable part of all generated coins assigned to central organization, a coin foundation, like Freicoin has fixed 80% (in the phase of initial distribution that is). Then with increased difficulty the payout for the miner decreases. This will repel anyone but the miner trolls, and the trolls will soon chose to mine some other chain to make more profit... The foundation then distributes the coins it receives in a faucet or otherwise.

Again, i think a possible botnet is no reason to stop this as they already can be applied to all other coins.

For this coin each Bot would have to be its own instance. This does make this coin more botnet unfriendly.
