WhitePaper - Blockchain Open Transaction System

I need someone's help creating a white paper. Mostly from a technology perspective.

Idea.

- Creating an open source system like Ethereum or EOS
- Have 2 systems
 1. Opensource
 2. Closed-end
- Developing a two type of Currencies
  1. Peer to Peer (Mining etc.) Like Bitcoin
  2. Have a Institutions validation (for corporation)

My knowledge is somewhat limited in this space, as I see a lot of genius people and some who are setting benchmarks.
I can fund it if I can find the right team. I hope I wrote my post in the correct format, please feel free to correct me.

Someone would be available for creation of your whitepaper only if your ideas are clear.The description you have mentioned above isn't enough to know your concept.If English isn't your native language,please get a paper written in your native language and then get it converted in English.
