7 cards, 1 low TPD/usage, 1 TDP/usage all over the place

I have MSI Afterburner set to 81% TDP. 5 cards are working flawlessly, GPU 2 is jumping between 60-80% TPD/usage, GPU 3 is at 60% TDP and 100% load.
GPU 3 is probably hitting the temp limit and downclocking, but the other GPUs are also hitting temp limit and not throttling that much. Also why is GPU 2 TPD/usage all over the place? It's not even close to temp limit.

How do I find out which GPU is which?
