ICO vs issuance of shares for Ltd com

Hi Bitcointalk support,

Are you aware of any information where the differences between an ICO or GTE vis a vis the issuing of shares against a limited by shares company is discussed?  Perhaps you don't have this information on hand however I thought I would ask as I am sure this question has probably been posted before? 

Can you help and point me in the right direction? Thank you
