The last time I visited their site their virtual card was free if you registered via mobile for awallet but paypal and other 3rd party transactions require your account to be verified

I recommend personally bitwala instead of wirex. Wirex has many problems, i got problems of card not loading and had to contact to support like 2/5 of the times i was loading the card.
Their platform is horrible and expensive, why to use it when you have better service providers available for example like bitwala. However bitwala requires identification for the card at least.
If you go for a card, do not go for wirex because you'll have to go through alot of pain to load few coins

Whatever you do, if you use card services like this, make sure you leave no money in the Paypal account and withdraw it as soon as possible. You'll make a mistake and Paypal will eventually catch up with you, if they cannot properly verify who you are or whether you are legally old enough to even have an account.
