I have noticed that almost every ICO doesn't mention what will happen if they do not reach the funding target (if they have a target).

In my opinion, investors could have an additional incentive to invest if it is clear that they will receive their money back if the ICO campaign is not successful. It is almost a riskless investment.

What is your opinion about:
1. ICO that has a certain target and if it doesn't hit it, the project will be announced for a fail
2. How the money back guarantee if the target is not reached affects the investors?
3. Is it a tendency for the ICOs to have no money back guarantee?
4. Will you be more likely to invest in an ICO that offers money back?

Now is very popular PRE-ICO. So you can see results before ICO.

So I prefer invest in successfull ICO by learning PRE-ICO or first days of ICO.

Yes, pre-icos are a decent litmus test for how the real deal will go down.  In fact, a good pre-ico can even boost the interest in the ICO.  Of course, you still want to do your research into the coin/token, not just rely on the pre-ico.

Now is very popular PRE-ICO. So you can see results before ICO.

So I prefer invest in successfull ICO by learning PRE-ICO or first days of ICO.
This is the main trend as of now on which there are already ICO who have this Pre-ICO on which it somehow boost up the interest on some investors when they do see that it goes well. Answering on ops question theres no list about those projects that do make a refund of money back when they didn't reach target but I'm sure there are projects who did such thing.

If they don't mention that they're going to return the money, then that means they're keeping it, regardless.

It's very much Buyer Beware when it comes to ICOs.

Yes, I also can't find a list with ICOs that make a refund.
Here is an announcement of an ICO of this kind. It is written in the white paper but it is not stressed about the refund in the website. And that is why I thought that almost every ICO offers a refund.
