Even though Bitcoin is banned in china , why Okcoin that based in beijing is still leading the Bitcoin price , and Bitcoin.co.id always behind them. And any body here doing Arbitration ?

They are not leading anything: https://coinmarketcap.com/exchanges/volume/24-hour/ as you can see, they are not even in the TOP 10. The trading volume will continue to decrease until they close which should happen by the end of October (the same case for Huobi as well).
