The most basic rule is that when btc is up, alts go down and when btc is down, alts go up but it is not that sometimes so there really isnt a rule to predict altcoin price movements. It changed just after the current rally of btc that we have seen several months ago. One can only predict their price via speculation, and of course developments that were being implemented or developments planned to be implemented on a coin. Also price of altcoin can be predicted via news about crypto itself.

It's not such a simple question really. Someone says that they are moving the same way, who is zealously argues that they move opposite each other. Personally I watch the market for 4 years (since 2013) and in my memory there is no exact answer. It always happens differently.

That was not the bitcoin's waves but it was the altcoin's waves. I think you don't read about the latest news already attacked the icos stock or token which the china already banned it. Since the announcement already released and the bitcoin gets an impact too.
