At present only cointraffic is best among pop up ad networks  that pays in bitcoin. The cpm rate of cointraffic is 0.5 usd, that's pretty good when you compare it with other networks. You can also try mellowads pop ups. But to get into mellowads, you need a good alexa rank. You can also try popads. But they pay you only through paypal.
