Are you using any of the 1x slots with cards already?

Why not switch to onboard graphics run by the cpu?

If the x16 slot is physically damaged to that extent, I would consider the board compromised and stop using it, regardless of whether or not you can find a way to boot.

If you really want to, you could try it out by connecting the monitor a card with a riser into one of the x1 slots or by using the integrated graphics. However, don't be surprised if this doesn't yield the results you want.
Perhaps you could use the integrated graphics to access the BIOS and ensure graphics detection is on auto, if the other cards don't seem to work with the monitor. Don't get your hopes up, though.

As always, nobody here can be held accountable for any damages that arise from you continuing to use a clearly damaged board.

The answer to your question is yes, you can run the PC without the 16x slot, but that statement assumes nothing else is wrong with the motherboard.

Now that you have indicated the main 16x slot has melted, there may be other component failures and/or short circuits somewhere that would keep the motherboard from posting. Best thing is maybe just to try and RMA the board as you could risk frying your GPU's and other components (CPU, RAM, PSU) if indeed the motherboard is shorted.
