Pretty easy. Just click on "new topic" just like how you created this topic.

Below you can see a dropdown link:


Then just check the "self-moderated" radio button:

Someone use this kind of thread because they are able to delete of anyone's posts who posted/replied on the self-moderated thread usually if this user is only spamming such offtopic replies and spamming with their signatures.
