Setup a new public pool?

I was wondering whether it would make sense to create a new public pool?
I know there is a lot of pools out there but would it financially make sense. I don't seem to find any information on that.
If someone already created a public pool it would be awesome to hear from you!
I'm not talking about a specific altcoin here just wondering.
