OK Pay debit card??

I found a new card which can work with Bitcoins.
Have you guys heard of OK Pay card?

It's a company based in London, U.K. It claims to issue a debit card which can be used at ATM anywhere in the world?
Does this card work in US & Canada?
Can non-EU citizen get this card with a US address?

okpay is good service
and very long time accepted bitcoin, not only bitcoin but accepted litecoin and dogecoin too
but in okpay bitcoin rate is low under market

Does it to the deceptive practices like the other debit cards where they give you a card then they tell you you can use it because of this or that???
