Not really. It is defined by competing interests. There are these capitalists that want profit and citizens that want welfare. Sometimes profit are compromised for welfare but most of the time, welfare is compromised.

The government as a political agent becomes the main actors in building the community that is the responsibility. The thing that the government does in realizing ideal development is to set the concept of ideal society and make it happen in a concrete step.
