Delegate proof of stake 101

I  was reading  about to a project  and  they say:

''We have delegat 101  proof of stake,  101  member  will be  voted  among the community  for forging  coins''

What I don't  understand is this:  if  I want to run  some sort of masternode and if   I have accumulated  the  coins that are   needed to run it,  Do I have to hope  to be ''voted''  by the communinty memebers,    to  became  a ''Delegate'' ?
