Lately I’ve taken an interest in trying to lean how to write smart contracts on Ethereum, except I can’t download the blockchain on my internet. I’ve tried to use MetaMask, although so far all I found is how to use tokenfactory.surge.sh to create cheap ETH tokens.

To summarize: How do I write, test, and publish Ethereum smart contracts without downloading the Ethereum blockchain?
